NA Expedite Applications With Postponed Verification

When a budgetary unit is eligible for expedited services, any required verification except the identity of the PI may be postponed. (See NA expedite time frames and Verification of Identity.)
 
NOTE When all required verification is provided during the interview and the NA expedite is approved, send the NA Approval (F100) notice.
 
When a budgetary unit has the $$ Alert Code keyed on PRAP and meets the requirements for expedited services, all required verification may be postponed, except the identity of the PI. Utilize the information from the previously sent Overpayment Unit Information Needed (C030) notice to re-request the overpayment verification.
 
NOTE When all required verification is provided during the interview and the NA expedite is approved, see FAA Office Overpayment Responsibilities – Overpayment Verification for procedures.
 
Authorize benefits for only the application month when all of the following apply:
 
The identity of the PI is verified.
Mandatory verification is postponed for one or more NA eligibility factors.
The participant applies on or before the 15th calendar day(g) of the month.
 
When benefits are authorized for only the application month, copy details into the second month. Do not authorize benefits for the second month until the requested verification is provided.
 
When the participant applies after the 15th calendar day of the month, complete all of the following:
 
Issue NA benefits for the first and second months as an aggregate allotment.
 
NOTE Issue the aggregate allotment even when verification, including Social Security enumeration, is postponed.
 
Copy details into the third month.
 
NOTE Do not authorize benefits for the third month until the requested verification is provided. The third month can be the month after the current system month.
 
When hard copy verification for identity is not available, use collateral contact when possible. When identity is not verified, process the application using NA new application time frames. Remove the Y in the EXPEDITED FS field on the APMA screen in AZTECS.
 
In order to comply with NA expedite time frames, send the Expedited NA – Postponed Verification (F121) notice when authorizing expedited benefits. All postponed verification must be listed on the F121 notice. The verification must be provided within 30 calendar days of the date of application. All of the following applies to postponed verification:
 
Do not authorize ongoing benefits before the PI provides or applies for a Social Security number (SSN) for each participant in the case.
Stop NA benefits when the participant fails to provide required, postponed verification. There is no requirement to allow for Notice of Adverse Action (NOAA). The NA closure may be keyed at any time on the 30th calendar day from the date of application. There is no requirement to wait until after the close of business on the 30th calendar day from the date of application or the next workday(g) to stop benefits. Reopen the case when the verification is provided by the close of business on the 30th calendar day from the date of application and the participant is eligible.

NOTE Do not send an NA closure notice. The F121 notice states benefits are stopped when required postponed verification is not provided.
 
When the F121 notice is mailed, do not send an additional NA notice when any of the following occur:
 
The 30-calendar day deadline has expired and the required verification is not provided.
The case is closed for a reason other than failure to provide pending verification and no closure notice is required. (See No Change Notice Required.)
The verification is returned, and the NA benefit amount changes as a result of the verification received.
The verification is provided, and causes ineligibility for ongoing benefits.
The NA benefits are reduced due to the approval of CA benefits.
