Earned Income Definition
Income received through the action of employment or
self-employment(g). Budgetary units with participants receiving earned income are eligible for the earned income deduction. (See
earned income deduction for additional information.)

Educational Income Definition
Income a participant receives to assist with educational expenses when enrolled in, or for attending, any of the following:
●Colleges
●Universities
●Schools for students with disabilities
●Technical and trade schools
●Programs that provide for completing either a high school diploma or a General Educational Development (GED) diploma

Educational Tuition Definition
A fee charged by a provider pertaining to education.
NOTE When a provider indicates fees are for tuition, contact the provider to determine whether the fees charged are for childcare related expenses. (See
Dependent Care Expenses for more about childcare related expenses.)
Electronic Pay Card Definition
An Electronic Pay Card (EPC) is similar to a debit card.
The parent with custody of a child for whom child support is being paid may choose to receive the support payment from DCSS through an EPC.
When the custodial parent chooses to receive the payment through the EPC, they no longer receive a check; the child support funds are accessed through the EPC.
When there is an active direct deposit account and an active pay card account, DCSS's check generation process applies the funds to the direct deposit account.
Participants must complete an application for an EPC. An application may be downloaded from the DCSS web site at
https://des.az.gov/dcss or requested at any local DCSS office. (See

Emancipated Minor Definition
For NA, consider a child under 18 emancipated only when state law defines the person as an adult. Use the Order for Emancipation of a Minor or other court documents as proof of emancipation.
For CA, an emancipated minor is under age 18 and is one of the following:
●Married
●Widowed
●Divorced
●Separated (a legal separation is not required)
●Unwed, has never been previously married, live on their own, and meet all of the following:
Has been legally emancipated
Has lived apart from all of the following for at least one year prior to application:
●Parents, either natural or adoptive
●Legal guardian
Has demonstrated financial independence from all of the following:
●Parents, either natural or adoptive
●An adult nonparent caretaker relative
●Legal guardian
Has not received CA in Arizona during any of the 12 months before CA application
Equity Value Definition
The current market value of a resource, less any amount owed.
Exparte Definition
A redetermination of eligibility in another MA category when a change causes ineligibility in the current category.
Expunged Benefits Definition
Expunged benefits are benefits that are deleted from an EBT account when an EBT account has been deactivated in the following situations:
●Benefits in an EBT account that have not been accessed by the budgetary unit for 274 days from the availability date for NA or 180 days for CA.
●An EBT account has been deactivated due to the death of the entire budgetary unit.
Expunged benefits are removed by the EBT Edge System. The Fidelity Information Services (FIS) notifies FAA Systems of benefits that have been expunged.
