TANF Benefits or Services Definition
Temporary Assistance for Needy Families (TANF) provides assistance and work opportunities to needy families by granting states the federal funds and wide flexibility to develop and implement their own welfare programs.
TANF benefits or services include any of the following:
Cash Assistance (CA), which includes, and is not limited to, any of the following:
Grant Diversion
Kinship Care
Kinship Foster Care
Legal Permanent Guardian
Tribal TANF programs (Tribal CA)
Jobs Administration services
TANF funded customer resources and information including, and not limited to, any of the following:
Family Assistance Administration (FAA) website
FAA application and forms
FAA pamphlets and brochures
Third-Party Payroll Verification Source Definition
Third-party payroll verification sources are companies that provide employment information verification. Third-party payroll verification sources can only be used as qualified earned income verification in any of the following situations:
When the employer uses only the third-party payroll source as its legal agent to provide payroll services or respond to inquiries about employee records
When the third-party payroll verification source has been approved by FAA
To verify information already provided by a participant (in writing or verbally) when the information is unclear(g) or questionable(g)
When the third-party payroll verification source meets the above criteria, the worker may consider information received from that source the same as when obtained from the primary source.
Third party payroll verification sources approved by FAA include any of the following:
Equifax/EMVI (a.k.a. The Work Number)
Disclaimer: Information contained in The Work Number verifications section of this report is consumer report information obtained from The Work Number. It can be used for the Fair Credit Reporting Act (FCRA) permissible purpose for which this consumer report was obtained, and the user must adhere to FCRA requirements, including but not limited to the relevant requirements contained in the Consumer Financial Protection Bureau (CFPB’s) notice to users of consumer’s reports. This verification is system-generated and contains data that originate from the employer’s payroll system. If any information is missing, it is because the employer did not provide this information for inclusion in The Work Number verification. Information not provided by the employer is showing as “Data Not Provided.” Note, if this person left this employer and was rehired later, the “Total Time with Employer” amount will likely be understated and will only reflect the most recent consecutive months of services. Experian Verify
NOTE Before logging into the Experian Verify portal, staff must be granted access. Experian Verify sends an email to the staff member to advise access has been granted to the portal. Within seven days of receiving the email, the staff member must activate their account and create a password. When a new company needs to be approved as a third-party payroll verification source by FAA, send the company information via email to the Policy Support Team at [email protected].
The types of earned income information verification provided by third-party payroll verification sources include, and are not limited to, any of the following:

Last day worked or last day paid
Leave hours and pay
Third-Party Source Definition
Third-party sources are sources of information from outside of the budgetary unit.
Examples of third-party sources include, and are not limited to, any of the following:
Federal and State Agencies
Employers
Crossmatch reports
Interfaces
United States Postal Service (USPS)
Thrifty Food Plan Definition
USDA calculations have determined the cost of a diet required to feed a family of four persons. The family consists of all of the following:
A man and a woman aged 20 through 54
A child aged 6 through 8
A child aged 9 through 11
The cost of such a diet is the basis for uniform benefits for all NA budgetary units regardless of their actual composition. The size of the NA budgetary unit is taken into account and adjustments are made accordingly. (See Thrifty Food Plan for actual amounts.)
Time Limited Assistance Definition
Limited a CA participant from receiving more than 24 months of CA cash within any Time Limited Assistance 60 Month Period (TLAP). All participants, 18 years of age or older, and under age 62, were subject to this policy unless exempt or eligible for an extension. TLAP policy began 01/01/95 and ended 06/30/03.

Tipped Worker Definition
An employee engaged in an occupation in which they regularly receive more than $30 a month in tips or gratuities as part of their regular pay.
When adding tips received to wages paid, the employee cannot receive less than the regular minimum wage for all hours worked.
TIPS Transfer Definition
AZTECS Technical Information Process System (TIPS) transfer is the process of automatically registering CA and NA programs and transferring application information from Health-e-Arizona PLUS (HEAplus) to AZTECS.
The TIPS transfers run daily. The job file is transmitted to FAA Systems as follows (times are in Mountain Standard Time**):
Saturdays, 4:30 a.m.
Sundays, 6:00 p.m.
State holidays, 4:30 a.m. and 6:00 p.m.
Monday through Friday workdays, 4:30 a.m., 7:00 a.m. and every half hour until 6:00 p.m.
TIPS will run at 4:30 a.m. the next calendar day for applications received after 6:00 p.m. on any day.
When FAA Systems retrieves the file, the job is auto processed into AZTECS.
**FAA Systems does not observe Daylight Saving Time(g).
