Tribal TANF Assistance Programs

The Personal Responsibility and Work Reconciliation Act of 1996 (PRWORA) was signed into law on August 22, 1996. Section 412 of PRWORA allows tribal governments the opportunity to develop, establish and administer their own TANF programs. Tribes are given the authority to apply directly to the HHS in order to carry out this process.
 
Tribal TANF participants may not receive duplicate assistance from the state CA Program or other Tribal TANF Programs.
 
Tribal TANF participants do not have a choice between state CA or a Tribal TANF program.
 
Use the Tribal TANF program policy and procedures to determine what actions must be taken for applicants living in a Tribal TANF program Service Delivery Area (SDA).
 
NOTE Eligibility factors not listed in the specific Tribal TANF policy remain the same as state CA eligibility factors.
 
The following Tribal TANF Programs are in effect in Arizona:
 
NOTE FAA determines eligibility for HFAP in AZTECS.
NOTE SRPMIC LEARN staff determine eligibility for SRPMIC members in AZTECS.
 
Eligibility for all of the following Tribal TANF Programs are determined outside of AZTECS:
 
NNDSR
PY Tribal TANF
SC-TANF
WMAT-TANF
 
When any of the following situations occur, send the CA-Change in Service Area (A753) notice advising the participant of a change to the household’s eligibility for Tribal TANF due to a change in SDA:
 
A state CA case moves to a PY YOEME or HFAP Tribal TANF SDA
The state CA case is closed due to the budgetary unit moving to one of the following Tribal TANF SDAs:

PY Tribal TANF
SRPMIC LEARN
SCAT
WMAT-TANF
 
The following tribes do not currently have a Tribal TANF program in effect. Eligibility must be determined for these tribes using the state CA eligibility factors.

Fort Mojave
Fort Yuma-Quechan
Gila River
Havasupai
Hualapai
Kaibab Band of Paiute Indians
San Juan Southern Paiute
Tohono O’odham

Zuni Pueblo
 
NOTE When the budgetary unit resides in a Tribal Native Employment Works (NEW) service delivery area, and at least one participant is an enrolled tribal member, see Tribal NEW for FAA responsibilities and referral procedures. For TPEP, CA benefits are not placed on hold. To complete TPEP CA approval, see TPEP Work Program Exemptions.
 
Determine eligibility for state CA when a budgetary unit does not meet the following Tribal TANF Program eligibility requirements:
 
Tribal enrollment of specific individuals
Resides in a Tribal TANF SDA
