Halfway House Definition
A
facility(g) that provides temporary residence designed to facilitate readjustment to private life for individuals including, and not limited to,
all of the following:
●Behavioral health patients
●Drug and alcohol addicts
●Participants recently released from incarceration
●Persons who are Homeless
A halfway house meets the definition of an
institution(g) when the facility provides the majority (over 50%) of three meals daily as part of the facility’s normal services. (For more information, see

Hardship Definition
A hardship causes suffering or distress to a participant through the deprivation or loss of basic needs
High or Low Checks Definition
A check or checks that contain income that is higher or lower than what is considered normal income for the participant. When a pay period contains higher or lower income, the FAA asks the participant whether the high or low income is expected to continue.
When the unusually high or low period of income is not expected to continue, FAA completes all of the following:
●Counts the unusually high or low check only for the
benefit month(g) in which it is received.
●Does not count the unusually high or low check for ongoing benefit months.
FAA anticipates the monthly income for the ongoing benefit months by considering all of the following:
●The income from the income period used (not including the unusually high or low check).
●The income expected to occur in the future
Helping Others Manage Effectively (HOME) Definition
Project Helping Others Manage Effectively (HOME) is a community service organization. Project HOME customers are individuals with disabilities whom the Social Security Administration (SSA) has deemed incapable of managing their own funds. SSA requires Project HOME customers to have a representative payee to manage their SSA monthly benefit.
Project HOME customers are referred to an FAA local office by, and not limited to, any of the following agencies:
●Adult Protective Services
●Central Arizona Shelter Services (C.A.S.S.)
●Social Security Administration
●Value Options
●Veterans Administration
Homelessness Definition
A budgetary unit experiencing homelessness is defined as a budgetary unit in which all the participants meet any of the following criteria:
●They do not have a fixed or regular nighttime residence.
●Their fixed or regular nighttime residence is expected to be lost within 14
calendar days(g) of the application date. Future housing cannot be secured before the loss of their fixed or regular nighttime residence due to
all of the following:
Lack of resources or income to secure future housing.
Lack of support from family or friends to secure future housing.
●The participants have as their primary nighttime residence any of the following:
A supervised shelter designed to provide temporary shelter to persons experiencing homelessness.
A halfway house or similar
facility(g) that provides temporary residence. When the facility provides meals, see
Residents of an Institution.
A Rent-free accommodation in the residence of another person for not more than 90
calendar days(g).
A place not designed or ordinarily used for sleeping including, and not limited to, any of the following:
●Car
●Bus station
●Hallway
●Park
●Sidewalk

Hospital Designated Representative Definition
A hospital designated representative is an individual who is acting on behalf of an incapacitated or deceased applicant.
NOTE This can be a hospital social worker or patient representative.
Hospital Patient Representative Definition
An employee of a hospital or an agency contracted by the hospital. This assists providers with any of the following services:
●Offers information on the application process for AHCCCS Health Insurance.
●Locates someone to apply on behalf of an incapacitated patient.
●Assists an applicant with completing an AHCCCS application for health insurance.
●Forwards the application to the designated DES staff or the servicing DES local office.
●Assists DES in obtaining needed verification.
