Continued Absence of a Parent - Overview
Deprivation based on the continued absence of a parent exists when all the following conditions are met:
 
The parent is out of the home and not expected to return.
The absence interrupts or stops the absent parent from functioning as a provider of support, physical care, or guidance for the child.
The duration of the absence does not allow the parent to participate in planning for the present support or care of the child.
