Verify Legal Presence (VLP) Procedures
This subject includes procedures for using the Systematic Alien Verification for Entitlements (SAVE) Verify Legal Presence (VLP) interface located in HEAplus.
When to Use VLP
The United States Department of Homeland Security (DHS) Verify Legal Presence (VLP) allows users to electronically obtain DHS status information from Systematic Alien Verification for Entitlements (SAVE) within HEAplus.
NOTE Information in VLP is confidential and may not be used for any unauthorized purpose.
Review the VLP interface with SAVE first. When the VLP interface does not provide results, review the documents using the Verification Information System (VIS) interface.
VLP is reviewed when noncitizen status is not in the case file at any of the following times:
●Before approval of a new application.
NOTE VLP procedures are not required at renewal except when documents are expired or are no longer valid.
●When adding a qualified noncitizen to the budgetary unit.
●The month in which the United States Citizenship and Immigration Services (USCIS) documents expire. A budgetary unit may include a qualified noncitizen whose USCIS document expires after approval.
How to Use VLP
To run a Systematic Alien Verification for Entitlements (SAVE)/ Verify Legal Presence (VLP) interface in HEAplus, enter the required information on the Citizenship/Immigration Verification screen. This includes, and is not limited to, any of the following:
●The noncitizen’s A number or other ID number located on the proof of noncitizen status
●Additional clarifying questions for lawful permanent resident (LPR) requirements
After clicking Next, HEAplus runs the SAVE/VLP.
Review the SAVE/VLP summary on any of the following HEAplus screens:
●Verification Status
●Case Summary
The Step One Response of the SAVE/VLP summary shows all of the following:
●The name of the person being verified
●Immigration status
●Entry date
●Grant date
●Class of Admission (COA) Code
●Whether the noncitizen has a sponsor
●The results of a second level SAVE request
NOTE HEAplus automatically requests a second level SAVE, when needed.
HEAplus usually automatically verifies the immigration status. However, when the “Additional Info Needed” message displays, complete all of the following:
●Review the immigration information entered and correct any incorrect information.
●When the noncitizen provides a document that is not
questionable(g) and confirms the noncitizen is qualified based on policy, verify the citizenship eligibility factor in HEAplus manually.
●When no corrections are needed of the immigration information entered in HEAplus and no documents are available, complete an external SAVE using VIS. (See
VIS for instructions.)
