Identifiable Application Definition
An identifiable application includes all of the following:
●Name of the applicant
●Residential or mailing address
NOTE When the participant cannot receive mail at a valid residential or mailing address, mail must be sent to a United States Postal Service (USPS) General Delivery location. For information on general delivery, see

●Signature of the
Primary Informant(g), responsible adult participant, or the Authorized Representative
NOTE It is required that the official application is an identifiable application in order to be accepted for processing. When FAA receives an official application that is missing one or more of the requirements listed above, the application is not accepted for processing and the date of application is not saved.
Illegal Drug Definition
An illegal drug refers to any of the following:
●A drug that is against the law.
●A prescription drug when used by someone other than for whom it is prescribed.
Inadvertent Household Error Definition
An inadvertent household error (IHE) is an error that occurs when a household receives more benefits than entitled to. This is due to a misunderstanding or an unintended error on the part of the household.
Incapacitated Definition
A participant who is unable to communicate or verify their eligibility factors due to a temporarily or permanently impaired mental or physical deficiency, disability, illness, or by the use of drugs.
Income Request Period Definition
An Income Request Period (IRP) is an identified period of 30 days or longer in which gross income is verified. The IRP is identified and documented during the interview and change processes.
Use the IRP to budget a participant’s income for the remainder of an approval period when it is normal and expected to continue. (See
Income Budgeting for details on budgeting income.)
Income Source Definition
The income source is the entity providing the income.
NOTE Social Security Administration (SSA) benefits and Supplemental Security Income (SSI) are paid from the same income source. See
Social Security Benefits for more information.
Incompetent Participant Definition
An incompetent participant is a participant who is unable to communicate or verify eligibility factors due to a temporary or permanent mental or physical condition.
Indian Health Care Improvement Act Definition
The Indian Health Care Improvement Act (25 U.S. Code 1603A) amended the Social Security Act to permit reimbursement by Medicare and Medicaid for services provided to American Indians and Alaska Natives in Indian Health Service (IHS) and tribal health care facilities.
The Indian Health Care Improvement Act includes all of the following definitions:
●California Indian
The term “California Indian” means any Indian who is eligible for health services provided by the Service pursuant to section 1679 of this title.
●Indians or Indian
The term “Indians” or “Indian”, unless otherwise designated, means any person who is a member of an Indian tribe, is a member of a tribe, band, or other organized group of Indians, including those tribes, bands, or groups terminated since 1940 and those recognized now or in the future by the State in which they reside, or who is a descendant, in the first or second degree, of any such member, or is an Eskimo, Aleut, or other Alaska Native.
●Urban Indian
The term “Urban Indian” means any individual who resides in an urban center, as defined in the Indian Health Care Improvement Act.
Individual Development Account (IDA) Definition
An interest-bearing account held by budgetary units receiving CA. The IDA is used to save funds and encourage self-sufficiency.
The purpose of the IDA is to achieve any of the following goals:
●Education
●Training
●New home purchase
●Business capitalization
In-kind Benefit Definition
An in-kind benefit is one in which no monetary payment is made on behalf of the budgetary unit. In-kind benefits include the following:
●Meals
●Clothing
●Housing
●Produce from a garden
Institution Definition
A
facility(g) (public or private) that provides residential housing and the majority (over 50%) of three meals daily for residents as part of the facility’s normal services.
Institution of Higher Education Definition
Any institution that normally requires a high school diploma or the equivalent for enrollment. The institution provides education after high school. Examples of institutions of higher learning include, and are not limited to, all of the following:
●Colleges
●Universities
●Vocational or technical schools at the post high school level
Interface Definition
An automatic data exchange between AZTECS, HEAplus, and another system. The system interfaces include, and are not limited to, any of the following:
●Base Wage Unemployment Insurance (UI)
●Employment History
●IRS
●Motor Vehicle Department (MVD)
●Systematic Alien Verification for Entitlements (SAVE)
●Social Security Administration
●State Online Query Internet (SOLQI)
●UI
Intentional Program Violation (IPV) Definition
An intentional program violation (IPV) is an intentional act committed by an individual designated as a violation through a disqualification hearing. These acts include, and are not limited to, any of the following:
●Making false or misleading statements.
●Misrepresenting, concealing, or withholding facts.
For NA, an IPV includes acts that violate NA regulations regarding the use of NA benefits in any of the following ways:
●Acquisition.
●Possession.
●Presentation.
●Receipt.
●Transfer.
For CA, an IPV includes any of the following intentional acts:
●Misrepresentation, concealment, or the withholding of facts.
●Providing false or misleading statements.

International Organization Definition
A public international entity in which the U.S. participates based on a treaty, or under the authority of an Act of Congress that authorizes such participation.
Itinerant Site Definition
An FAA office that is an extension of a larger FAA office. FAA staff are assigned temporarily to initiate the application process.
IV-D Definition
Title IV-D of the Social Security Act services are for any person with legal decision-making of a child who needs help to establish a child support or medical support order.
Any parent who already has a support order who needs help to collect support payments, or any noncustodial parent can apply for IV-D child support.
Participants receiving CA, Medicaid, or federally assisted Foster Care are automatically referred to the Division of Child Support Services (DCSS) for services.
