General EBT Usage for CA

This section identifies allowable and non-allowable purchases using CA benefits.
Policy
CA benefits are accessed through the Electronic Benefit Transfer (EBT) process. EBT cards for CA can be used at any of the following:
●Automated Teller Machine (ATM) to withdraw cash
●At a retailer’s Point of Sale (POS) device to make purchases or request cash back
●Authorized online vendors to make purchases (See FAA Pilot Programs(g) and EBT Online Purchasing(g))
EBT cards cannot be used to purchase lottery tickets or to withdraw CA benefits from ATMs or POS devices at any of the following locations:
●Liquor stores
●Casinos
●Horse or dog racing facilities
●Medical marijuana dispensaries
●Adult entertainment establishment
