Abandoned Residency Definition
Abandoned residency exists when a person leaves one state or country to establish residency in another state or country. This includes, and is not limited to, any of the following:
●Selling, leasing, or renting their real property in their former state of residency.
●Closing or transferring financial accounts from their former state or country.
●Moving one's personal possessions to the new state or country.
●Obtaining a driver's license or identification in the new state or country.
●Registering to vote in the new state.
●Applying for USCIS status in the new country.
ABAWD (Able Bodied Adult Without Dependents) Definition
An NA participant, 18 through 54 years of age, with no dependents, who is physically and mentally fit for employment.
Adult Definition
An adult is defined as 18 years of age or older.
AHCCCS Definition
Arizona Health Care Cost Containment System (AHCCCS) is the state agency that administers the Medicaid program in Arizona. For more information, see

American Indian Definition
An American Indian is a member of any native tribe of North America or South America.
Appeal Hearing Definition
The process of reviewing a participant's situation to deciding whether an action taken by FAA, or an intended action is correct. The Appeal Hearing is conducted by a third party.
Appellant Definition
A person who files an appeal to request an
appeal hearing(g).
Applicants Definition
A person who has applied for benefits or for whom benefits have been applied, either directly or through a representative.
Approval Period Definition
The period of time for which a budgetary unit is eligible to receive benefits. The period of time is based on a calendar month.

Arizona Works CA Definition
In 1997, the Arizona State Legislature passed Senate Bill 1357 that included establishing the Arizona Works Program as a pilot program to privatize the delivery of welfare services.
Effective 04/01/1999, through 09/15/2002, MAXIMUS administered the Arizona Works Cash Assistance (CA) and
General Assistance (GA) programs in Maricopa East Region.
Assignment of Rights Definition
An assignment of the participant's rights to cash support, as well as medical support, to the State of Arizona.
As a condition of eligibility for CA, a participant must allow the State of Arizona to recoup the amount of the CA benefit from the absent parent of the child receiving CA.
Federal regulations require states to use all other sources available to pay for all or part of a participant's medical needs. This may include health insurance and Third Party Liability (TPL) payments.
Authentication Definition
Authentication is the process of verifying whether an individual contacting FAA is authorized to receive information related to a case, program involvement, or a required case action. This process occurs with each customer contact whether it is in person, via phone, or any other method of communication.
Participants or
Authorized Representatives(g) contacting FAA are required to be authenticated before the worker can engage in case-specific discussions.
The worker needs to verify all of the following to authenticate the caller:
●Name of the person to ensure that the person is participating in the case or is an Authorized Representative.
NOTE Do not disclose any confidential information when a caller does not want to disclose their name or provides a name that does not match a person participating in the case or an Authorized Representative.
●Date of Birth (DOB) of the
PI(g) or the participant calling.
●Address of the PI to include full residential and mailing address, when applicable.
●Telephone Number (for updating purposes only)
●The last four digits of a budgetary member’s Social Security Number (SSN).
NOTE When a participant does not want to disclose an SSN or any portion of an SSN, staff must use other identifying data verification.
When the contact takes place in person, verify all of the following:
●Name of the person to ensure that the person is participating in the case or that they are an Authorized Representative
●DOB of the PI or the participant calling
●Address
●Telephone number (for updating purposes only)
●The last four of a budgetary unit member's SSN
NOTE When a participant does not want to disclose an SSN or any portion of an SSN, staff must use other identifying data verification.
When the customer is unable to provide the needed information, additional case information must be requested. This may include other identifying data verification in the
case file(g) that is not commonly known to individuals who are not included in the budgetary unit.
Authorized Representative Definition
A person authorized in writing by the PI to assist and act on behalf of a budgetary unit.
AZTECS Definition
AZTECS, which stands for Arizona Technical Eligibility Computer System, is the computerized eligibility determination system used by FAA workers to determine eligibility for CA, NA, and State Assistance Programs. AZTECS uses a combination of electronic interfaces and data entry screens to determine eligibility and benefit level.
AZTECS is also used for the following:
●Storing information
●Issuing CA, NA, and State Assistance benefits
●Compiling data for reports
●Computing overpayments and underpayments
●Providing current or historic case information
