EBT QUEST Card - Accessing Benefits - Accessing Cash Benefits
Primary card holders and alternate card holders with CA or ST benefits can withdraw cash from an ATM displaying the EBT sign or symbol. A cost for each ATM transaction is deducted from the card holder's account, as well as any other transaction fees the banking institution charges. (See EBT ATM Transaction Fee for current amount.)
 
Card holders also may use their EBT cards to purchase products, money orders, and make cash withdrawals from retail merchants. When a retailer signs up to participate in Arizona's EBT Project, they decide the level of cash access allowable per card holder visit. Each store may have a different policy.
 
Retailers are only allowed to charge a fee for cash transactions when they charge the same fees to other commercial debit card customers.
