Bill's and Gina's son Tim is married to Wanda. Wanda has a child, Skippy, from a previous relationship. Wanda and Tim leave, and Bill and Gina gain custody of Skippy. Neither Bill nor Gina can be an NPCR, because they are the parents of a stepparent (Tim).
