Limited English Proficiency (LEP) Definition
LEP is defined as someone who does not speak English as their primary language and who has a limited ability to read, write, speak, or understand English.
 
Title VI of the Civil Rights Act of 1964 requires agencies to ensure that the programs they provide are accessible to LEP persons, and therefore do not discriminate on the basis of national origin. (See Right to Request Translation Services)
