Igor, a lawful permanent resident noncitizen, applied for NA in 03/01. In 02/01 Igor began receiving Cash Assistance (CA) benefits for himself and his son Al.

 

The first calendar quarter of 2001 cannot be used as a qualifying quarter when determining whether Igor has 40 qualifying quarters for NA. This is because he began receiving CA, a federal means tested public benefit, in 02/01.

 

Any quarter that includes months in which Igor continues to receive CA cannot be used as a qualifying quarter.
