Joint Ownership - Participant and Nonparticipant
Jointly owned resources are not countable when any of the following apply:

The resource is unavailable to the participant because the participant does not have possession or use of the resource.
The participant is unable to sell the resource because the co-owner's signature is required, and the co-owner will not sign.
Jointly owned resources are not countable when the participant is legally prohibited from selling the resource. (For example, the resource is tied up in legal process through the court system.)
