Return of the Absent Parent

When an absent parent returns to the home or the status of a parent must be reviewed, determine the effect of the potential changes on the case. (See CA Case Participation for who must be included in the budgetary unit)
 
The absent parent's return may affect only some of the children in the case, or the budgetary unit may be ineligible.
 
Determine the following:
 
Whether deprivation continues to exist (See TPEP Eligibility Requirements)
How the returning parent's income and resources affect the remaining participants' eligibility (Resources apply only to CA.)
 
NOTE The parent cannot be part of the CA budgetary unit or apply for the child when the child is in the care and custody of a Legal Permanent Guardian.
 
When the returning parent’s income must be counted, benefits may decrease, or the budgetary unit may be ineligible. When this occurs, allow for NOAA to deny, stop, or decrease benefits, as appropriate.
 
The date of ineligibility is the first day of the month following the month in which the absent parent returns. Send the appropriate notices.
