LIBL/STBL Hardship and Time Limit Extension Procedures – Renewal Applications

When a renewal application is received and the TIME LTD MONTHS USED field on CODC displays 54 months or more, review the application for LIBL/STBL Hardship Extension and LIBL/STBL Time Limit Extension eligibility.
 
When a renewal application is received and the AZ CNTR AF field on WERE displays 10 months or more, review the application for LIBL/STBL Hardship Extension and LIBL/STBL Time Limit Extension eligibility.
 
Inform the PI during each interview of the 60 Month LIBL and the 12-month STBL requirements and the availability of the time limit and hardship extensions.
 
When eligibility for an extension is determined, see the following keying procedures:
 
 
NOTE The budgetary unit must meet all other CA eligibility requirements to be eligible for an LIBL/STBL extension.
 
A budgetary unit may receive an extension at each renewal when the budgetary unit meets all eligibility requirements.
 
The first LIBL/STBL hardship extension period expires at the end of the current CA approval period. The hardship extension period may be for up to six months. All subsequent approved hardship extensions are for six months.
 
NOTE The reason the participant requests an LIBL/STBL extension may change at each renewal period.
 
WARNING
When AZTECS has sent the renewal notice, do not authorize the case past the extension approval period. When the case does not automatically close, complete the following in the month after the extension approval period ends:
Ensure that a renewal notice was sent.
Remove the LIBL/STBL Extension Reason Code from WERE.
Stop CA with the FR (Failure to complete CA review) Denial Closure Reason Code.
Send the A200 notice.
