Foster Care Definition
 
A foster care participant is a minor child removed from parental custody by a local, tribal, or state agency, for the child’s protection. A foster care participant in the Department of Child Services (DCS) custody on their 18th birthday is eligible for the DCS Voluntary Extended Foster Care program until they are the age of 21.
 
A foster care participant may receive substitute care from any of the following until age 21:
 
Foster care facilities
Foster family homes
Group care
Nonparent relative placements
Residential treatment
