Resources Disqualification Procedures (CA and NA)

When the value of the resource is more than the resource limit, determine whether the participant received fair consideration at or near CMV, reasonably equal to the value of the resource sold or transferred. (See Property CMV and Vehicle CMV)
 
When it is determined that the resource was sold or transferred without fair consideration and with intent to qualify for benefits, deny the application or close the case. Key the TR Denial or Closure Reason Code effective the first month of the disqualification period on AFED or FSED.
 
For NA, send the NA – Ineligible (F210) notice.
 
NOTE The transfer does not affect eligibility when the participant has not received fair consideration, and there is no indication of intent to qualify for benefits.
