Determine the ownership of the resource to establish whether the resource is available to the budgetary unit. Count the resource to the budgetary unit from the point in time that a participant becomes aware that the resource is legally available.

NA EXCEPTION

Resources are not countable when the budgetary unit is NA Categorically Eligible (Basic or Expanded).

●Resources of Categorically Eligible Participants

●Resources of Ineligible Non-Citizen Parents With CA Children and Siblings
