Not Countable LIBL/STBL Months
For Lifetime Benefit Limit (LIBL), the following months are not countable when determining the receipt of 60 months of CA:
●Any month before 10/01/2002 in which the participant received any of the following:
CA in Arizona or in any other state
Tribal TANF in any state other than Arizona
Tribal TANF in Arizona when that month was not countable toward the Tribal CA LIBL
●Any month in which the budgetary unit is living on Tribal Land when the unemployment rate on the Tribal Land is 50% and above. (Refer to the Tribal Land Code Tables in LISTCODE for Tribal unemployment rates)
●Any month in which the CA amount is under $10 before recoupment, including prorated months with a benefit amount under $10.
●Any month in which the budgetary unit was totally ineligible for CA due to an
overpayment. Contact

●Any months for which the budgetary unit receives a
Grant Diversion payment.
●Any month beginning 10/2002 in which the participant received not countable CA LIBL months from any
other state as determined by the verifying out-of-state agency.
●Any month beginning 03/2020 through 05/2022 due to the Declaration of Public Health Emergency caused by the Coronavirus (COVID-19).
For State Benefit Limit (STBL), the following months are not countable when determining receipt of 12 months of CA:
●Any month before 10/01/2002.
●Any initial month of eligibility in which the CA benefits are prorated.
●Any month in which the budgetary unit was totally ineligible for CA benefits due to an

●Any months for which the budgetary unit receives a
Grant Diversion payment.
●Any month for which the dependent child was the only participant in the budgetary unit and was in the custody of the State of Arizona. (See
Child Only cases(g))
●Any month in which the budgetary unit is living on Tribal Land when the unemployment rate on the Tribal Land is 50% and above. (Refer to the Tribal Land Code Tables in LISTCODE for Tribal unemployment rates)
●Any month beginning 03/2020 through 05/2022 due to the Declaration of Public Health Emergency caused by the Coronavirus (COVID-19).
