The participant may reside in a facility that does not meet the definition of a certified FNS Group Living Arrangement (GLA). (See GLA Eligibility Requirements). When this occurs, establish the alternate card holder from the GLA as the alternate card holder for all participants residing in the GLA.
 
When a participant leaves a non-FNS certified GLA, instruct the participant to call the FAA local office to have the GLA removed as the alternate card holder.
