Sanctions – Pascua Yaqui Tribal TANF
The Pascua Yaqui (PY) Tribal Yoemem Organization for Employment and Member Enhancement (YOEME) Services Compliance Office notifies FAA when a participant fails to comply with any of the PY Personal Responsibility Agreement (PRA) requirements. (See

NOTE When a PY TANF participant moves from the PY service delivery area and is approved for TANF or CA benefits in AZTECS all prior sanctions keyed in AZTECS count. (See

The PY YOEME Services Compliance Office will notify FAA of compliance or noncompliance by completing and faxing the following:
●For an initial application, the PY YOEME Services Compliance Office completes Section III of the Pascua Yaqui (PY) Referral Notice - YOEME Services (FAA‑1335A) form.
●For an active case, the PY YOEME completes the Tribal Turn Around Document (TAD) (FAA-1125A) form.
When notified of a PRA noncompliance, FAA reviews the sanction history on PRAP and DISA to determine what action must be taken. FAA notifies the PY YOEME Case Manager of any notices sent, or actions taken by completing and returning the TAD.
For a first-time noncompliance, FAA completes the following:
●Sends the PY YOEME Tribal TANF Requirement (A634) notice notifying the participant that they have 10 calendar days from the date of the notice to comply.
●Sends the PY YOEME 25% Sanction Warning (A633) notice when the participant fails to respond to the A634 notice. The A633 notice advises the participant that a 25% reduction in benefits will be incurred unless the participant complies within 10 calendar days from the date of the notice.
●Completes the following when the participant fails to comply by the deadline date indicated on the A633 notice:
Keys the Sanction Reason Code in the RSN CODE field on DISA for the correct sanction month. AZTECS reduces the total cash benefit by 25%.
Sends the Your CA Will Be Cut 25% Tribal NEW-PY (A784) notice.
Completes and emails the TAD to the PY YOEME office (See
PY YOEME Services Compliance Office)
Uploads the TAD to OnBase.
Documents the
case file(g).
NOTE When email is unavailable, fax the TAD to the PY YOEME office using the Fax Cover Sheet (FAA-1078A) form.
For a second noncompliance FAA completes the following:
●Keys the Sanction Reason Code in the RSN CODE field on DISA for the correct sanction month, allowing for NOAA.
AZTECS reduces the total cash benefit by 50%.
●Sends the YOUR CA WILL BE CUT 50% Tribal NEW-PY (A785) notice.
●Completes and emails the TAD to the PY YOEME office.
●Uploads the TAD to OnBase.
●Documents the case file.
For a third noncompliance FAA completes the following:
●Keys the Sanction Reason Code in the RSN CODE field on DISA for the correct sanction month.
●Stops the TANF benefits the first month possible allowing for NOAA.
●Sends the TANF Will be Stopped- YOEME -PY (A286) notice.
●Completes and emails the TAD to the PY YOEME office.
●Uploads the TAD to OnBase.
●Documents the case file.
