.10 Sanctions – Pascua Yaqui Tribal TANF

The Pascua Yaqui (PY) YOEME Services Office notifies FAA when a participant fails to comply with any of the PY Personal Responsibility Agreement (PRA) requirements.
 
The PY YOEME office will notify FAA of compliance or noncompliance by completing and faxing the following:
 
For an initial application the PY YOEME office completes Section III of the Pascua Yaqui (PY) Referral Notice - YOEME Services (FAA1335A) form.
For an active case the PY YOEME completes the Tribal Turn Around Document (TAD) (FAA-1125A) form.
 
When notified of a PRA noncompliance FAA completes the following:
 
Reviews sanction history on PRAP and DISA.
Keys the Sanction Reason Code in the RSN CODE field on DISA for the correct sanction month, allowing for NOAA.
Sends the NOAA for the correct sanction level. The sanction level on the NOAA must match the sanction level that was imposed on PRAP/DISA.
Completes the TAD and faxes the TAD to the PY YOEME office using the Fax Cover Sheet (FAA-1078A) form.
Uploads the FAA-1125A to OnBase.
Documents the case file(g).
 
For PY Tribal TANF noncompliance, the sanction levels are as follows:
 
When the first instance of noncompliance is entered, AZTECS reduces the total cash benefit by 25%. FAA sends the YOUR CA WILL BE CUT 25%-TRIBAL NEW-PY (A784) notice.
When the second instance of noncompliance is entered, AZTECS reduces the total cash benefit by 50%. FAA sends the YOUR CA WILL BE CUT 50%-TRIBAL NEW-PY (A785) notice.
When the third instance of noncompliance is entered, AZTECS stops benefits. FAA sends the TANF WILL BE STOPPED- YOEME -PY (A286) notice.
 
When a PY TANF participant moves from the PY service delivery area and is approved for TANF or CA benefits in AZTECS all prior sanctions keyed in AZTECS count.
 
NOTE AZTECS determines the sanction amount based on information keyed on the PRAP/DISA screen for the program in which the household is participating. (See Examples Sanction Level 1 and Sanction Level 2)
