Joint Ownership - Unavailable Resources
A resource is considered unavailable when all of the following conditions are met:
●The title states joint ownership by the participant and the participant's
spouse(g).
●The participant's spouse is not in the budgetary unit.
●The participant explains that the resource is unavailable.
●The participant provides a refusal to sell, written by the spouse.
