Educational Grants and Loans
Educational grants issued under programs administered by the U.S. Commissioner of Education, when the assistance is made available for school attendance costs, are not countable. (Public Law 103‑325) This includes, but is not limited to the following:
 
BEOG\PELL, SEOG and NDSL grants
Work Study programs
Carl D. Perkins Vocational and Applied Technology Education Act
 
CA EXCEPTION
Any grant, scholarship, educational loan, or other award that is not administered by the U.S. Commissioner of Education, must cover the costs of items not included in the CA need standard (food, clothes, personal items, etc.) to be considered not countable.
 
Any educational income from the Bureau of Indian Affairs (BIA) student assistance program is not countable.
