Medical Expenses for Elderly Disabled (Policy Change Alert 19‑022F)
EFFECTIVE DATE: For all applications submitted on or after 08/26/2019
 
These changes are due to a clarification from the Food and Nutrition Services (FNS).
 
When a participant turns 60, AZTECS sends the Request for Medical Expenses (X003) notice. When the X003 is returned, refer to Effecting Changes policy in the Cash and Nutrition Assistance Policy (CNAP) Manual. When there is no response to the X003, no action is required.
 
The following disability factors have been added to the list of disabled NA requirements:
 
Receives long term disability payments from Arizona State Retirement System (ASRS).
Receives disability compensation through the Federal Employee Compensation Act (FECA).
Approved for AHCCCS Long Term Care System (ALTCS)
The following disability verification requirements when participants receive disability retirement benefits under Section 221(i) of the Social Security Act have been added.
For participants to be considered disabled under Section 221(i), verification of the disability is required.
Workers documented observation that the participant has one of the disabilities listed in Social Security Administration's (SSA) most current list of permanent disabilities.
 
NOTE Statement from a physician or licensed or certified psychologist certifying that the participant has one of the permanent disabilities listed by SSA
 
When a group health or hospital insurance policy does not specify how much the premium is for each person, divide the amount among those included in the policy. Budget only the insurance premium assigned to the elderly/disabled participant.
 
Home visits have been added to the list of acceptable verification of medical expenses.
 
The following medical expense documentation requirements have been added:
When documenting excess medical expenses, include enough detail so that a reviewer can determine the reasonability and accuracy of the calculated expenses. Documentation includes the following examples:
 
Participant who is entitled to the medical expense
Verification and source
Reason expense is not allowable (incomplete, inaccurate, inconsistent, or outdated)
Treatment of reimbursements
Time period when expense is averaged
Non-receipt of any requested verification
Date and type of verification requested
 
The following allowable medical care fees have been added:
 
Psychotherapy
Rehabilitation services
Acupuncturists, massage therapists, herbalists, and other alternative medicine practitioners licensed and recognized by the State Medical Board and prescribed by a State-licensed practitioner

Cost-of-Living Adjustment for FFY 2020 (Policy Change Alert 19‑021F)
EFFECTIVE DATE: For all determinations completed for benefit month 10/2019 and after
 
These adjustments are due to changes from the Food and Nutrition Services (FNS) Cost of Living Adjustment (COLA) for Federal Fiscal Year (FFY) 2020.
 
As a result of the FFY 2020 COLA from FNS, the following have changed:
 
CA Needy Family Test Income Standards (100% of the current Federal Poverty Level)
CA Needy Family Test Income Standards (130% of the current Federal Poverty Level)
NA Gross Monthly Income Eligibility Standard (130% of the current Federal Poverty Level)
NA Net Monthly Income Eligibility Standard (100% of the current Federal Poverty Level)
NA Disabled Elderly Eligibility Standard (165% of the current Federal Poverty Level)
NA Expanded Categorical Eligibility Standard (185% of the current Federal Poverty Level)
NA Homeless Shelter Deduction Amount
NA Shelter Deduction Amount
NA Utility Allowance Current Amount
NA Minimum NA Allotment
NA Thrifty Food Plan
 
Important Reminder
Applications approved for ongoing benefits must be authorized in the Current System Month (CSM) of October 2019. FAA Systems completes a mass change on 09/07/19 to update all NA cases in the CSM of October 2019. NA benefits may be increased due to COLA changes. Cases not authorized in the CSM of October 2019, or rolled and authorized to future months, November and December would not be updated with the mass change. Cases not in the CSM of October 2019 create extra work. NOTE: Monthly rollover for the CSM of October 2019 is August 31, 2019.
