Clara has a first instance of noncompliance while participating in the Hopi TANF program and a sanction is imposed for the benefit month of April.
 
The Hopi TANF program imposes progressive levels of sanctions. Since this is Clara’s first instance of noncompliance, her benefits are reduced by 25%.
 
The Hopi TANF case closes effective for the month of May.
Clara moves and qualifies for State CA. Clara has a second instance of noncompliance in August while participating in the State CA program.
 
The State CA program imposes graduated levels of sanctions. Since this is Clara’s second instance of noncompliance, her benefits are reduced by 100%.
